The use-of-force continuum is a training model for selecting an approach appropriate to the situation. It does not itself authorise physical intervention. Staff must distinguish communication and requests for support from actions requiring a specific legal basis.
The team should know the limits of its authority in advance. Failed communication alone does not authorise force; the circumstances and legal requirements, such as those for self-defence, are decisive.
