A communications plan specifies who reports events to whom, which channels to use and when to request support. It helps reduce radio congestion and conflicting instructions during an incident.
The minimum that must work
- who leads the resolution of the incident (one name),
- who calls the police / fire brigade / EMS,
- where is the ICP and who reports to it,
- how evacuation/invacuation is instructed.
