It does not decide alcohol service, diagnose a condition or identify a substance, has no police powers and does not carry out forced searches of people or bags. Physical action is relevant only in a specific lawful situation and must be proportionate.

Medical concern and immediate danger

The officer describes observable behaviour, creates space and informs the responsible person. They do not investigate or diagnose. Immediate danger is handed to the Police, emergency medical services or 112.

Privacy, CCTV and incident records

Supervision is limited to assigned common areas. An incident record contains necessary facts — time, place, observed conduct, action and handover — not a presumed diagnosis. CCTV footage is accessed or exported only by an authorised person under the controller’s rules.
